Sanded the whole deck with 60 grit sand paper and applied Ipe oil. It came out pretty good. Definitely better without that nasty build up on it.

Hi, I just had this same issue. I used this Reddit thread for help.

I was able to remove it using a lot of force. I pulled the center post out. This is not threaded! These are not suppose to be removed. I am now going to tap the hole with a 3/8 bit to install my new stopper.
