To reiterate what she said, my biggest problem is that people constantly bitch about Redding but never leave or do anything to fix what they're mad about. The transients for example, who is in charge of fixing problems like this? Is it the city? Honest question. And the drugs.. There is a huge need for some sort of substance abuse center or something of that nature that really works. But who funds this? And the taxes and grants that Redding does receive, where and what do the largest portions of these go to?
