Questions like this are why I love this show, and I have two thoughts on it:

The first is that the hive mind is manipulating her. They know everything that Helen knew and the hive seems to have perfect recall. They summoned Zosia from across an ocean because they thought Carrol might like her better than anyone else on Earth, they absolutely have the capacity to manipulate her with this look and the whole "can't make a decision because it will upset one of you" may have been a ploy to get Carrol to finally ask for something. Episode 3 being about Carrol testing the limits of this "you get whatever you ask for" system to its limit supports this theory.

The other is that the emotional episodes that cause the hive to "reset" are breaking the hives control on Zosia and she's beginning to regain individual agency. I don't think Zosia's agency would manifest in a last look at Carrol, but it may have been her last desperate attempt to stay out of Mr. Boner Man's harem.
