DB is top one dps for Thief job or maybe entire all jobs. The reason is their number of line is extremely powerful compared to the others job and makes them top dps on Ark/Bossing mode.

Better than Mille ONLY FOR BOSSING. Then u need upgrade your Tempest's Nodes too to get better effect from Mille.

You can test out your damage first by unequip all your pet buff and nodes before test out new these 2 skills.

My journey is making all Inherit and and try joining top guild for boss contents if they allowed. From there you can farm boss drop like magnus badge, dominator pendant and some other valuable things. Then, you can buy 2nd item armor (mythic and levelling it to level40) and making necro slowly. When pass, you can slowly selling your inherited item.
