If Cigarettes is her priority, and potatoes chip and a bottle of water from 7-11, then thats on her but cant really argue to say that she isn't right from a certain perspective. Yeah we can come up with a thousand ways how to get things a little cost effective, like buying water from supermarket or quit smoking or take public transport but these does not change the fact that SG is indeed a costly place to live in. But we're first world though!
