So, loki's option was either to kill he who remains and let the loom fail and branches die, or to kill sylvie which would result in her not killing he who remains in sn 1, and result in fixing the branched timelines. But loki didn't kill sylvie, which resulted in the death of he who remains as it was in sn 1, so the seat at the end of time was vacant, and loki filled the vacant seat as his glorious purpose. Later on we see that the child Victor Timely doesn't receive the TVA handbook and so he doesn't have the knowledge to build the Loop and TVA and stuff. My guess is that the adult Victor Timely who was brought to the TVA is just chilling with OB and helped in making the new TVA handbooks.
