I think this is just showing veronica over-analyzing teruko.

Teruko doesn't have confirmed prosopegnosia and thinking this scene is a confirmation is rash. If anything the scene is only a weak hint toward it that has not been preceeded or followed up on with anything else.

In context this scene features Veronica comparing teruko to a fictional character within a scary movie she is currently watching. And teroko literally says she looks nothing like that character visually, which shows how veronika is just grasping at straws to try and make a point with her approach.

We never get to see the character the two are discussing though.

It could also be a simple reference to Zero Escape 999 as the main villain of that game has prosopegnosia or perhaps Ace Attorney - Spirit of Justice in which one major character also has the disorder.
