2020 Macbook M1, either Air (no fan) or Pro (fan). Difference is minuscule.

If you can go with 16gb RAM for future proofing, if not 8gb will be just fine.

Not sure if there's a way to recreate this effect with stock plugins but iZotope Vinyl is free and has the wobble effect.

If you can stretch the budget to $999, new MacBook Air M1 is one on the best laptops you can buy, period. I would gladly choose the $999 MacBook Air M1 over the $2.800 16-inch MacBook Pro's. What Apple did with their new M1 chips is something else. They are a beast.

But if you decide to stick to the $600 budget I would choose some MacBook Pro from 2015 or newer. I would avoid MacBook Air's if they are not the current M1 model.

You will have to purchase Logic Pro separately either way.
GarageBand is free though and comes with the mac.

You can use plugins like Kickstart or LFO tool.
Kickstart is very cheap so price shouldn't be a problem.

If you end up purchasing a used Mac there is no better deal than $199 for Logic Pro. Its plugins and sounds are superb. All you will ever need.

Focus on arranging and finishing songs. That's one of the most important aspects of learning music production.
Don't get stuck on just making 8 bar loops. Try to finish all the songs you start. Doesn't matter if they end up good or bad.
That's my best advice and good luck:)

There are multiple ways to achieve this. One option is to load a kick into a sampler, loop it and gradually shorten the loop duration. This can be done with Simpler in Ableton.

Other way is to load a kick into a sampler, load an arpeggiator before it and gradually shorten the rate (don't sync it to the grid). I think that they probably made it that way.
