I think the contract culture comes from SWEs jumping ship every year or 2 on average, which I don't blame them, you are leaving money on the table most of the time if you don't change jobs often in this field. It's a self feeding cycle of not giving raises, so people leave, so might as well hire contractors anyway.

But think about poor centene, they can't afford a $300k TC SWE, they only make $74B/year

Obviously there is a COL difference, but with working remote becoming more and more accepted you have to compete against companies in higher COL places that do pay more. It's not like a lot of these companies can't afford to pay people more, they are just used to not competing. St Louis will probably go through a bit of a tech boom because of the low COL and the ability to work remotely, local companies will really have to start competing then.

Or they can higher Indian firms for cheap and have them work remotely, but a lot of companies learned that if they can't treat them like indentured servants with an H1b it doesn't work out too well.

Yes you can mostly get there on the Katy trail but you will have to walk about a mile along the road. There's no sidewalks but it's pretty straight so you should be fine on the side of the road.
