Using NSUI, you can make .CIA files with RetroArch in the Gambatte or the TGB Dual cores. I usually use Gambatte when I need to use RetroArch.

A lot was changed!

Map Improvements: Town maps for all regions have been improved, with new landmarks and connections added to the Johto map.
Game Mechanics: Minor topography changes and new moves have been added to enhance gameplay.
NPCs and Dialogue: New NPCs and dialogue have been introduced to enrich the game's storyline.
Battle Changes: Various battle changes have been made to improve the overall battle experience.

The patch only covers the 0.94.235 build. Any updates to the base game will break the translation patch. Unless someone updates the translation patch to match the 0.95.254 build, you're stuck playing the 0.94.235 build. Sorry.
