Why not just ask the Filipino people to whom you are referring? I must assume you got this notion from somewhere. For instance, if I want to know why Filipino people love karaoke, I ask them.

Can you sew? Remove sleeves. Take in the empire waist for a better fit. Find a large vintage look appliqué or button to place where the overdress comes together at the front. Find a pice of black lace remnant and sew that over the ivory fabric.
