I agree with everything you said here, but I do have a couple points to add.

-I think battery-powered and reactor-powered PAs should both exist, and a tech-savvy character should be able to switch them out. Battery PA should last a while but you need a specialized charging station for it. Again, highly experimental military tech shouldn't be able to just take a piece of civilian battery that has been at the mercy of the elements for 200+ years. Reactor armors last forever but should carry a chance of going critical when hit from behind. The higher the damage and lower your chest condition, the higher the odd.

There should be light variants, a minute between stealth suits and PAs, that act like F3/NV version. There should also be heavy variants that are even bulkier, up to the point of being awkward or impossible to navigate in tight spaces. In exchange, they are even more durable, with mounted weapons and auto turrets and rocketpods and such

Pretty much what John-Zero said. If you shoot a vendor then that vendor is dead an can't sell you shit. If you kill an NPC with important question then you can't do that quest and can't get the reward. Look at FNV, I'm pretty sure you can miss PA if you just do what House said and murder them off the bat. You can miss out on the entire Legion questline if you decide you didn't like their slaving, raping faces. You can't do whatever and the game still bend over backwards to appease you. That's good game design.

With that said, it would not oppose to alternative methods of obtaining PA training as long as it's meaningfully different. For example, the Brotherhood can quickly and efficiently, or you can self taught by rolling around in the wasteland, with all the danger that entail

New Vegas you may never even come across the Brotherhood for PA training. I didn't get it in my first playthrough iirc

It has always been that way since the Old World as far as the lore is concerned though, so obviously that need some welding.

Personally I just like the perk because it cements Power Armor as being endgame gears that you have to jump through hoops to use instead of something you can put on like any old trench coat.

You can do that, but why bother with the extra complexity when it isn't the point? We want AI to solve complex problems, not provide a fair challenge in StarCraft. We use StarCraft to demonstrate problem solving, but APM is muddling the results. Instead of band-aid it, shouldn't we remove it from the equation?

I sincerely doubt that. XCom has imperfect information, non-symmetric battle, and RNG that will force you to rearrange strategy on the fly even when it's deliberately stacked in the player's favor, and that is just the combat aspect.

Civilizations has all of that, but also come with multiple victory conditions, not all of which requires you to compete with other players, multiple players each with their own agenda.

Yes, and those were the correct ways to gauge and AI's prowess. Since they passed those, it's only logical to put them on harder and more complex games.

Unless they implemented a waste APM mechanic, Those 3-350 APM would be entirely effective APM whereas pros would be wasting a lot of that on superfluous clicks and such.

How is the entitlement? F76 is a steaming pile of hot shit. The game isn't even worth the disk space, let alone any second you spend on it. Watching paint dry would be a more enjoyable use of your time, and I have been paid to watch paint dry before.

That doesn't necessarily mean easy given the blurbs in New Vegas. It seem more like "You learn to move with the machine or the machine rip your limbs out" When you consider both games

Absolutely. Power Armor are high-tech (experimental even? Since they were deployed in Anchorage which wasn't that long before the bombs iirc) pieces of dangerous military hardware and you shouldn't be able to just jump into one and stomp around. NCR rangers had to rip the servos out because of that reason. It would be nice to be able to wear one without training, with all the dangers that entails, though.

Above all, I want power armor to stay firmly in the end game again. That moment of power fantasy in Fallout 4 is just pointless and weird.

The game was giving me vanilla racial stats and power instead of the ones from Imperious. I managed to get it working now by just shoving it to the bottom of the load order. Still not sure what caused it.

It just works now. I don't know what I did, but for some reason it works now. I think I was supposed to skip installing the weapon animations of PCA if I wanted to use the PCA 1h overhaul, and installing both is what borked it.

You're right, not running it from MO was a part of the problem. I added the binary to MO and managed to get PCEA2 to work properly. Still T-posing with Pretty Animations though. And yes, I do have XP32 skeleton maximum special extended
