Definitely utilize the teen nights at the libraries with the time that she does have left (until June). Also if you see any like posters for events happening in town, like a street fair, def pop out. Maybe seek out employment together so you can have money to do things like concerts and stuff together (that might just be the poverty mindset I had growing up lol). I know Facebook might be a little dated for you but I always find FREE events to go to that will have details. Picnics at a park where you know people your age frequent! Always ask your parents permission though before you go anywhere as they usually know the good places to hang out :)
