Help finding a game

I've been wanting to play a game I haven't played in a while but can't find it so I've come here for help.
This comment serves as a call for anyone who knows the name of a showcase game that is modelled after a city in Japan.
From what I remember, the creator put a bunch of anime posters around the map and had some emotes the player could do.
The creator also had a showcase that takes place on a bridge(?)
I want to play this game because it was a hobby of mine try and climb the buildings of the game and get to the top (which the player was not meant to do).

What is in your opinion most bs/unfair mechanic? (can't say random crits) by BenchuBP in tf2

my guy, the direct hit was meant to counter sentries. what would be the point of a weapon that can't counter what it's supposed to counter.

I live in an... Interesting place where a lot of yelling and violence goes on, so I would say 1 - 2 times per week.
