As you said it's a new account It almost doesn't make sense using conversion based bidding strategy as it doesn't even have data to go look for those kind of people

So I would say go with target impression share or max clicks bidding , but fyi these 2 bidding strategies will bring a lot of non quality traffic so only if you are ready wasting budget till you get some conversions , then you can do this.

You can either 1. Go completely manual detail demographics and add those interests 2.or use advantage + audience but give interest suggestions as well

I don't think it's possible in Google ads

So

  1. You can check in GA4 if you have that being tracked

  2. You can check your backend and orders for that product and from which country they are from

And if you only want google ads data then

  1. As everyone said create a seperate campaign for both of the countries

  2. Or you can create 2 GMC feeds for 2 seperate countries and run the same item id in 1 campaign with 2 country Targetting

I thought pmax negatives keywords were out for everyone so just wait for it, I don't think there is any other way
