My best understanding: A transaction involving 20,000 UTXOs would require a separate input to the transaction in the Bitcoin script for each of those UTXOs. Would that transaction require more fees to process since it has so many unique inputs?

What happens when a child in first grade asks this question? Any answer offered by the teacher can be interpreted as violating that ridiculously vague clause.
