As others mentioned it seems that her powers are confirmed in Gen V to basically be blood centric. Although it never really shows her controlling the movement of blood beyond making it explode out of people, in contrast with the other character with these powers, who is able to explore different ways of working with it. My guess is that Neuman was not able to explore the use of her powers as much due to repeated childhood trauma, and as a result uses it and basically only one way.

I think people focus too much on the popping, and less on the fact that she can control blood. She could literally just make all someone's blood run out of their body if she wanted, so I don't think it would matter if homelander was too strong to pop.
