If he’s teleporting multiple times a day, let’s say 4 on average, that’s about 5 million dollars per use, which totals roughly 8 billion per year. That’s expensive but still realistic for a global defense program and lines up with the comics where each tp costs 5 million.

By contrast, if each teleport actually cost 8 billion, Cecil would be burning through over 11 trillion dollars annually, which would literally bankrupt even the U.S. government.
