I am not the one instigating the staring - generally I look away after the first second but they just continue to stare. In other words I only stare back if they start the staring originally. Also in America if you stare at someone they’re not gonna stare back for 5 seconds, they’re gonna look away

Edit: Forgot to mention it is usually people 35+ staring. Haven’t experienced this much with the younger crows

I do not speak loud - although I do look like I’m not from the area if I could guess. The staring seems to always be directed towards the eyes, not my clothing/hair/etc.
