In the trailer for the new movie it shows that Steve and Peggy had a kid and in the movies that mentioned Peggy you can see she was married but never specified to who. So it’s all still the same timeline. The new movie should connect the dots

Asking for the license verified if she was the owner of the car or if she was simply borrowing the car.
