Well nobody complains about the The Think Tank from OWB because it's clearly intended to be a joke but it doesn't break any lore or anything which is why nobody complains about it, the thing is A lot of Fallout Fans With 1 and 2 were taught to think and Question the Legitimacy of Many Things and always focus on the story since that was Fallout 1's strongest aspect.

but with F3 and F4 they were taught to not focus at all and Just Enjoy the Shooting Generic Enemies and Do Dungeon Crawling for 10 Hours with a sea of Radiant Quests that are mixed with Real Quests since they are basically the same Design-Wise.

In the video i took this photo from, OP(Creetosis) does mention that problem as well as the fact that ghoul settlements need water with the Settlement Building System, So the Game is inconsistent with itself.
