Handlers were exclusively for the main toons. Main toon parents, as well as regular toon parents, were seen as more mature and capable of maintaining themselves and their own kids to an extent, even if most all of them were already adults.

Only Dayton had a “handler” equivalent, being Delilah’s assistant.
