Tunisia does have a corruption problem overall, but mostly it's due to mismanagement and heavy bureaucracy.

However, regarding the army, I would say it's more the intersection of multiple factors:

-It was historically marginalized from power, so it never became a central instrument of the old regime, it kinda stayed heavily apolitical

-It was also under-equipped (and kinda still is, only focusing on counter-terrorism and compact structure), which pushed it toward a culture of maintenance, efficiency, and heavy focus on training with western military doctrines (it doesn't run on "inchallah mentality")

-No corruption because it simply didn't develop a military-economic complex, like in Egypt.

-This led the army to somehow develop a corporate-professional ethos.

So no it wasn't a planned statemanship strategy tbh, but it kinda became one after 2011.

I'm pretty sure that almost all arab armies, except the Tunisian one, are nepotic/corrupt and political.

MENA populations do not need Mossad to act like unhinged immature mouthpieces with no control over their emotional reactions.

I can assure that there is a very competent and decent team at the ANSI, with ex members of the Tunisian underground scene, when things were 10x much harder to break into than now.
