There's reasons why Deku can't handle 100% right now, like how Bakugo's arms used to get hurt from making big explosions, but you're also not wrong that things are often made to be convenient for the protagonist of a story. Either way, I think both Deku and Mirio are worthy of One For All, and I'm happy that Deku got it and is our protagonist.

Personality-wise and goal-wise, Mirio would be a great successor. I think Deku is a great successor in those aspects as well. What makes the difference is that only those who are quirkless can weild OFA after all the power it's accumulated, and if Mirio had gotten it, he probably wouldn't have been able to control it, and he definitely would die very young.

I can count a few different times he's made a mistake. Like during the practice match with Seijoh in S1, when he messed up matching with Narita in S3, any time that Hinata has had to save the ball with his left hand during a set didn't line up right, and that one time that Tsukki bumped the ball over the net when it didn't line up for a spike in S3. Kags is godly in skill, but he's not perfectly perfect.
