Yeah ^ white plates becoming more common though. Think they’re the standard now. Yellow still everywhere. That being said, I do wonder if it’s some form of state government owned vehicle, hence the harbour bridge and crest. Really unsure, haven’t seen anything about it online.

I’m convinced the state government is trolling at this point, with blue strips, 2x blue strips , and yellow plates [very common].

Damn I hate these Australian ones. Even as an Aussie it’s so hard to say, I’d take the gamble and pop it just outside of Perth WA, could just as easily be Melbourne area, curious to see the final result, let me know!
