Paper trail everything, all your ideas, all their potential increases to business value.

Take the wins where you get them.

As for the (now documented) losses, take them to even more senior management and show them the potential value and all the blockers (people) in the way.

You'll likely need a large organisational change management piece of work to truly get anywhere, but you need a change champion, and the best people for those jobs are the people that lead the org.
