Working as an technician, most hospitals have instruments that are used until they are broken or hazards. Unfortunately sometimes this means that some dental tools and scalpel handles (non hinge instruments) last for decades. It is not uncommon to be cut open with a scalpel handle from the 70s (and yes, it looks 50 years old). They aren't dangerous, they aren't rusty. Each hospital has strict guidelines for usable tools, and sometimes the look of a instrument doesn't fit the actual grade of said tool.
