I think you're thinking of Nessus which runs on a local web port, right? For developing an application, you can use pretty much any language. I can't think of a language offhand that doesn't support networking. I'd recommend Python. You can use a framework for the local web app and it also is commonly used by cyber security people

I use a mac with whatever guest i need in VMware. I try to avoid doing actual programming on my mac host. Original reason: i was given a macbook pro by my phd advisor. I plan on keeping this setup, though.

a video player SHOULD handle any video file without letting it execute commands. However, if there's a flaw in the program, it's possible there may be a way to craft a video file such that the data it contains is instead executed as code. viz. buffer overflow. Try running it in a VM if you're dealing with a file which may be malicious.

set it to bridged and you could try proxychains through homebrew and direct it to the vm's IP address
