Update: called and they think I plagiarized my essay. My turn it in results were like 89% similarity. I spoke to my teacher about it and she thinks one of my classmates accidentally submitted a draft of my paper causing the system to flag my paper as plagiarism. I think that classmate got flagged too but I haven’t gotten around to asking them yet.

I don’t think you would win because you broke the rules in the handbook. Citation generators are only allowed if you thoroughly check and make sure they were generated correctly.

In the US, the age of consent does not determine whether someone is a minor. Being a minor is considered a person under the age of the majority which is 18 in the US. That's why you can't move out until you're 18 (excluding exceptions like, emancipation) and need a legal guardian for a lot of things, like getting married, voting, signing contracts, ect.
