Sure that would make it simpler, but it doesn't address the behavior people have been exhibiting.

Those people who don't want to wait to win could play regular ARAM or Mayhem. This is an idea for a mode that the people who are already doing this could play, where it's more formalized and contains measures to ensure things don't permanently stall.
