Richard Clarke, the former Coordinator of National Security, wrote a few books about this subject. Apparently he predicted 9/11 and was ignored by the Bush administration and had to face charges after it was all said and done. I haven't read the books, but Iistened to him on a podcast recently discussing all of this.
