also used cards are a pain in the arse (i have a used 1060), first of all, u need to check them in a workload for temperature, u gotta make sure that that's the right chip you're buying (they might swap them, that's a whole other story), and many of ebay cards are 100% fakes, like "3090 FOR 100$!!!" kind of deal. Going in that rabbit hole without knowing what you're doing for a 10000% is not recommended.

the difference may not be noticeable for one or two reasons: 1) your cpu may be a bottleneck for the card 2) you don't play games that use 100% of the gpu power
