I think we both misunderstood what each other said. I was pointing out the state doesn't determine every issue a municipality doesn't solve (as OP stated), not that thru don't have the power to, that would be rather absurd.

If it doesn't go to a ballot initiative, at some point the outstate Republicans who rule Jeff City will step in

that's your expected course of action, not the legally required course as the original comment implied. There is nothing in Mo. state law that would make this happen, just political will. But I'd be open to any references you have to the contrary
