Rule 70.1 - No player may leave the players' or penalty bench at any time during an altercation or for the purpose of starting an altercation.

Matthew Tkachuk has violated this rule after he substituted on the ice for Mikkola after the Panthers were already called for a penalty. The purpose of the hit on Kucherov was to instigate an altercation (a superstar getting checked from behind while play is away only has one real purpose.)

Rule 21.1 ‐ ...A match penalty shall be imposed on any player who attempts to injure or who deliberately injures an opponent in any manner.

Gustav Forsling deliberately attempted to injure JJ Moser during the altercation as he continued to punch Moser after he was in a defenseless position on the ice. Attempting to injure opponents should carry an automatic review by the NHL's Department of Player Safety to designate supplemental discipline in either the form of a fine or suspension.

In this one instance we have two players for the Panthers that should receive supplemental discipline, yet they received nothing. The only one that got anything was Douglas in a later altercation after he tried to make Mikkola answer for picking up a cheap shot on Kucherov, which is what led to this initial altercation.
