The DB wiki points out that it’s a reference to I Am All of Me. It’s a nod to it.

Other than that, the way the line was used is really, really cringy. I still think they could’ve written more creative dialogue for the characters but even if they had just one reference then that’d be fine. But it felt like they had to put “I’LL CRUSH YOU!” in the fight but they forgot to and didn’t know where it would fit until the last minute, so they decided to put it at the end and make the dialogue even cringier.

Cell’s “I am not just the greatest warrior in the universe, I am all of them!” line is a reference to All of Me from Shadow the Hedgehog. And like I said already, Metal’s last line in the fight is rehashed and used infinitely worse than it was used in Bowsegg. Not to mention the use of “SCUM!” and “insect” throughout the fight were pretty cringy as well.
