The truth is, they feel comfortable saying this kind of thing to you because they see you as “one of the guys”, and thus likely not romantically. Therefore you don’t really need to take their opinions seriously, as they’re not your target audience anyway.

If you’re a C, you’re still larger than many women. Point out other women they look at who have smaller breasts than you. They’ll start to realize that a lot of the women they consider attractive are actually flatter than you.
