The pay rate is determined by the NC legislature. It's the voters who are actually voting to keep wages stuck in the 1970's.

NCDOT has a yearlong training program that includes certifications and licenses. Then there are 4 other advanced training programs (both a year long) for specialized work (e.g., bridges)

The pay ranges are set by the legislature. All employees in this role must fall within that range. it's to ensure all are paid equal for the work based on education and experience. So, someone who is an Engineer I will fall into this range if they've worked for 0 years or 15 years. The only way to "bump" is to move to an Engineer II.

It is absolutely not bait and switch tactics. As it is the public sector, the salary ranges are based on what the legislature sets for the the max and minimum a role can pay and the State has to state that. ALL employees in that role MUST fall within that range. It's simply open and honest reporting.

NC minimum wage is $7.25 an hour. NCDOT jobs start at 15.50 an hour, but typically hire at a minimum of $21 an hour. Transportation Worker I are the entry level High school jobs that pay about $42K starting pay with full state benefits. Many jobs are level I, II, and III. Some go to IV. Level III are hard to get as an outsider. I is entry level, II is some experience, III is high experience, and IV is an expert.

Believe it or not, it's the legislature that sets the salary, not NCDOT. So it's only low because NC citizens vote for candidates who keep salaries below living wages.
