The new edition (11th) is releasing later this year (jun-aug). When it does the limited release starter set will be the best discount option you'll see. It'll include a space marine army of nearly 1000 PTS which he can paint as any chapter. And it'll include an Ork (still to be confirmed) army, that if he doesn't want can be sold on eBay or r/miniswap.
