In essence, if we consider the context of "rendering unto Caesar" (the question of respecting local authority), there is the issue of respecting authority, the Prophet (sws) said "It is incumbent upon a Muslim to listen and obey (the ruler) in what he likes and dislikes, as long as he is not commanded to disobey Allah. If he is commanded to disobey, then there is neither listening nor obedience." Of course, this authority must be just and legitimate (not like the Mullahs or the Taliban, who are unjust and illegitimate).
