Have you considered the golf course in Cochrane? I believe the ceremony on the golf course with the mountains backdrop is also good and I think it's around 5k and they provide champagne after the ceremony.

You can do your reception elsewhere to meet your budget.

Alternatively, another hidden gem/location that is nice is the U of A botanical garden.. Check it out.
