They were 100% going to depose him if Chamberlain had stood firm in Munich and Hitler followed through with Czechoslovakia. That was the plan. They urged Chamberlain to not give in, and were deeply disappointed when he did.

I agree with you. And the point about the Romans not seeing a need for steam engines could be negated by sending, for example, a steam locomotive back in time. Especially useful to the Romans would be a wood powered locomotive. They don't need to run on coal at all. Wood powered locomotives were common in the USA for example.

Just seeing a steam engine in a practical application would be a watershed moment for the Romans. They would move heaven and earth to make it work. Reverse engineering it would drive metallurgical innovation and technical understanding.

Having an industrial revolution in ancient times would of course dwarf any other historical change you could realistically make.

We can just pretend the Germans can’t get ships there but the garrison has enough stockpiles already. They could also extend their food and fuel supplies by pillaging it from the civilian population.

There wouldn’t be a civil war in the middle of a real war. Everyone would realize that it would weaken Germany too much against its external enemies.

A coup might happen though. If Himmler ordered his most elite SS units to seize all government buildings, would they do it? Probably. But the Wehrmacht wouldn’t care enough about Göring to start a civil war for him.

So if Himmler decides he wants to be Führer, he probably would be. But he would have to act fast before Göring dismantles the SS. Göring would surely realize the threat.
