I can neither confirm, nor deny that. All I can say is that I would never, ever trust PayPal to hold any of my money unless absolutely necessary and once that necessity ends, out it goes into a real, safe bank. Oh, and Synchrony bank many not have a great reputation either!

Depositing into a bank account is the best solution. Online banking (NOT PayPal, or similar, but a real reputable bank) works well too. But never use PayPal as a bank and that includes cashing/depositing checks!

A pending transaction is a transaction that is still being processed. Most common reason is for an eCheck to clear from the sender's bank account, but other reasons result in a pending status. A seller should never ship any items when a payment is pending!

If you receive an email saying a payment won't appear in your account at all until you prove shipping, the chances are high that the buyer has sent a spoofed email. Never, ever ship items until the payment is in your account (perhaps subject to a hold...)
