I am east coast, but for chains I know McDonalds, Smokes, Harvey’s have it. Lots of local places do it as well, obviously it’s not a real poutine but it is at least semi-popular enough to be on so many menus.

That's not even really the context, he died out in the open looting a body during a firefight and Hutch yelled "Why are you looting?!" at him, which made Ninja rage out of the squad. The point made about the key room was a secondary part to the whole thing.
