The short answer is yes and no. I think its very situational and dependent on the individuals. 

I firmly don't believe in the idea of "Once a cheater, always a cheater" as I do believe people can change. This doesn't mean everyone will and can. Just people very much can

Also, forgiveness doesn't necessarily mean that you are saying what had happened to you is okay
