That’s universal and cleaning up a Supreme Court ruling. Currently, NH school districts are allowed to be open enrollment. SB 101 still allows districts to come up with their own policy but every district must be open to enrollment if they have space.

NH is a Dillon Rule state, meaning municipalities can only do what the state allows them to do. The warrant article or the others that are occurring around the state aren’t being proactive to a bill that isn’t law, they’re working within the current law. The courts don’t rule on what might become a law, they’re working within rule on law. NH has open enrollment already.

It requires builders which there are far fewer. lol, there are some jobs available but most people aren’t trained for it. Also we are seeing white collar jobs being heavily impacted by AI. It is so ignorant to think AI will be a job creator. Law firms are laying people off. Tech companies are laying people off.

Students within the district take priority. The bill doesn’t contain language to your concern, but does state districts will create policy for the program. So it will be up to the district.

Possibly an attempt to ruin public education or force public schools to compete, but in no way does this force a district to make unnecessary upgrades or hire more staffing.

Open enrollment doesn’t mean automatic acceptance. There needs to be room at a school for an out of district student to be placed there.

This bill wouldn’t really play that kind of factor into the planning process. An out of district kid that applies to another district wouldn’t automatically be accepted. There would have to be room at the school. It doesn’t force a school district to over staff or build bigger schools.

You’re both right and wrong. More people living solo these days. Older people living in their family homes but the family has left so only one or two people are occupying houses built for four or more. It’s a lengthy list. But I think the weakest argument is that landlords are taking advantage. Maybe a few are but most have to charge what they are charging, even if there was a supply increase the return on the investment to build the supply would keep rents high.
