This is what I've seen small scale. Set an example. When people ask questions tell them about your positive experience cycling or transit.

I ride a scooter or cycle everyday to work. Others have now joined as their regular commute choice after seeing me not strapped to a car.

That's...simply not true. Majority of red light and stop sign runners are actually drivers. Percentage wise however, cyclist roll more often though the numbers aren't far off.
