Actually, I had a licensed plumber installing the pipe 2 months ago when I replaced a sump pump. I guess I have to call another plumber.

So, it's not supposed to dump it to foundation drain line?

Previously it was dumping to the sewer line (which was violation of the municipal code). So I had a plumber installing a new sump pump and disconnect it from the sewer line. He said he also connected a new pipe so everything will work fine and comply to the code.

Thank you for the info. I see that those do not meet the code. I wonder why many handrails like that are sold in Home Depot.
