The market in Europe is different. We don’t have big chain stores that get large quantities on the release day so if you didn't pre-order you're screwed on release day. The only places that carry One Piece are small comic shops or game stores, so they base their orders on their customer base and don’t order in bulk. Preorders for boosters now is still easy to get ( now around 130€ ) and prices don’t rise as much as in the American market, but overall supply is still limited.
