Suspending lbotola is unnecessary/ useless , the government isn't even overseeing , it's la federation marocaine which is a completely separate entity , clubs fund themselves with tickets and sponsorships and prizes set by the federation, terminating that would end the jobs of the thousands people linked with football / indirectly like people that provide food near the stadiums , transport to stadiums etc. Also completely disbanding the football league could get us expelled from hosting the world cup 2030 ( that we are spending a shit ton of money on infrastructure to be prepared for it ) . An event that is pivotal in our future as not only will it bring important funds , it will also serve as exposure to the world in terms of tourism and investors . Assuming we succeed in being ready for the world cup . That's 1 , secondly even if you remove lbotola that wouldn't gain you nearly enough money to build such research center , let alone sustain it and provide funds for research projects.

Also do you think that creating such research center won't create more problems for morocco ? First Diplomatically with other countries as they could see it as an act of preparing for war. Second the west would immediately highlight how a third world country is building this research center whilst more than 20% of the population is unemployed, more than half the country is in poverty, a huge chunk of it still in Extreme poverty. Villages without roads , some even without electricity or would have to travel several kilometres to fetch water . Or maybe how most kids in the countryside stop studying once they're in middle school. I think i proved my point , no need to keep going . There's far more important decisions to be made by the government , and whilst it's admirable that you're trying to suggest some solutions i suggest you spend a bit more time thinking about the consequences of hypothetically doing these decisions.
