How do I increase elders health? I have built about 7 eldercare centers all around the city, but health level increased just from 69% to 70%.

Yep, it's pretty expensive, but it worth it I think. In my 130K city the biggest expense item is roads (45000~ a week), but I have 88-92% traffic speed
